Goes in ....\gpbikes\effects\windshield so you need to unpack the effects folder and then back up or rename the original file in case you want to go back to the original;

Maybe get something posted up later but probably easier just to give it a try - its just a single tga file. Hopefully one day PB will modify the 1P windshield code to work like the 1P visor which is a much nice effect.
You cannot do much with it but I scaled it a bit, added a bit of highlights/shadow to give it some of volume and added a tiny bit of splatter on the edge.
I was actually building a new windshield for a mod bike and got side-tracked, thought it looked a bit better especially against the sky and would post it up.
