I just want to say that the pit limiter doesn't work on the 125cc. You can only activate it before 78kmh but it doesn't block the speed.
This was done on purpose.

I do not know for sure, but I am pretty confident that a modern race bike has a pit limiter (given that the bike's top speed > pit-speed-limit ;D)
I just checked and there is a pitlimiter for both Honda and KTM (just look for pit limiter) Moto3:

The 125cc, 250cc, 500cc does Not have PitLimiter. All are 2strokes and Run on Carburators.
Moto3 is 4stroke and does have PitLimiter.
Reason: for PitLimiter EFI is necessary

Are you sure? my 50cc scooter has an electric limiter connected to the spark timing I think.
