Mainly for pit lane exit..
Eg. Victoria circuit pit exit.. Majority of players go through the cones to join the track (fine with me) but not everybody looks behind to see if anybody is coming..
Can it be made compulsary to follow the pit lane exit?
At the moment, no.
You have penalties only for jump start (you can get a ride through or you can be disqualified if too blatant) or for cutting some checkpoint.
Not even sure if you get a penalty for speeding in the pit lane.
But on practice servers it's not a big problem.

I agree, I've had it happen lots of times, coming down the straight to have someone pull out on track not using the pit exit I end up crashing to not hit them. While they ride on. I've had it happen on event servers before.
