I've got GP Bikes on my desktop at my dads house and was wondering if it was possible to also have it on my laptop?

Yes it's possible, but you can only use one or the other not the two in the same time.

Do I have to transfer files or something or can I do it all just without the other computer? I would only be using one at a time.

You have to install the game on each pc you want on.
