Some texture come with 3 maps, im not to sure where one is surspose to go, any have a clue

The image in greyscale is a specular map, it is used to specify the amount of light the object takes. Take a look here: http://docs.piboso.com/wiki/index.php/Track_Creation_Rules#Shaders

1 - Normal Map (can be used as Bump in 3D program)
3 - can be used as Specular, Bump, Opacity (also as Displace in 3D program)
what values can the shinnyness be set to? 1 - 999?

From 0 to 100, but I would use from 1 to 50 to have a real practical use.
Could you explain how you got the bump maps to look so good on your track? I can get them to work but it not the finish I was after
Should I using the default TGA from the converted game?
3dmax default setting of 30 changing this seem to make no difference in game, what could I be doing wrong
How to make both the bump and specular work at the sametime? if I have a .SHD file for bump I can't have the same file name for specular map or can both bit of code be .SHD file?
I use NVIDIA plugin for photoshop and CrazyBump for bump maps. If you use bump specular map you need to set the alpha channel from bump map as specular map.
Thanks BerScott I'll try crazy bump see that makes the difference,
