Firstly Hello and welcome :)

As h106frp said, take a look at the unofficial guide to learn how to intall bikes and tracks. (It is very simple)

You can download all of the latest bikes - HERE (http://forum.piboso.com/index.php?topic=2626.0)

And tracks from - HERE (http://forum.piboso.com/index.php?topic=45.0)

Id suggest getting all the bikes as it reduces confusion when going online. But there isn't a huge need to get all the tracks if you don't want them.

Also if you would like to see a complete list of currently online servers then look HERE (http://stats.gp-bikes.com/servers.php) (this can help you see if you are missing tracks that are currently being used online that you dont have installed.)
