In few easy steps I explain how to the brakelight (goes the same for the rainlight) ;)

1_Apply the texture in your 3d app to the model, in this example my texture (OFF) is "Brakelight"...yeah I have a lot of imagination... ;D

2_Make with PS or similar a new texture with a nice light effect (u can use google fo nice pics).

3_Save it in .tga and name it as u want in my example is "Brakelight_ON"
4_Make a .txt file named with the orginal texture name, so "Brakelight.txt" and just write into: Brakelight_ON.tga
5_Now go in your gfx file, and under chassis, put this line: brakelight = Brakelight

All bikes, unfortunately in the GIF the effect does not perform well as in the game. In gpb looks very well ;) also if i make this texture in 2 min for this tutorial. :P
Yep It will already be in the CBR900rr beta.
EDIT: Obviously this is a tutorial for modders, must be the bike creator to make it possible.
