Hello I dont know who you are  but yes, i am from REG forum.
Although the good old REG forum aint the same anymore, a lot of crap going on usualy... some youngsters did pretty much destroy it

Try to set your desktop to 16 bit

It runs on any windows OS as far as i know (tested) dunno about Win 8.1 or whatever its called these days.
But for sure on Win XP and Vista/7
