I have xbox and pedals the xbox is C the pedals are J .
It will not work if you add Xinput with the game running.
Recalibrate turn game off and on I have had same problem

Might be hard to show in a video. Since with DST the handle bars will steer left or right on there own when you first spawn in when standing still. I'm not sure how I could show I am trying to move them.

MaxHUD will show you are moving your controller

I am puzzled by the throttle hand moving in PeterV  video
Its almost if the rider is the wheelie help 
Maybe the throttle/hand animation is some way related to revs and not user input.
